The School of Public Affairs

Baruch's School of Public Affairs is New York City's only public graduate school dedicated to public affairs. Since 1994, we have offered undergraduate and graduate-level degrees in public policy and administration, and Master of Science in Education (MSEd) programs in Higher Education Administration (MSEd-HEA) and Educational Leadership. We draw upon the largest public affairs faculty in the nation, and we apply an interdisciplinary approach to teaching, research, and professional development.Our graduate programs attract students from all over the world, representing a wide range of backgrounds, cultures, and professions. They come here to engage, interact, and join our interdisciplinary approach to learning and professional development.
The International Student Service Center

The International Student Service Center (ISSC) coordinates all immigration aspects and administrative services for the International Students of Baruch College. The ISSC serves a population of approximately 1300 international students from all around the world. They provide programs of special interest to our new incoming International Students as well as our continuing International Students.By establishing and fostering a partnership with the various offices and departments within the college, the ISSC continues to support the goal of the College, which is to continue to remain dedicated to its role as an educational and social catalyst to its diverse student population.

Tuition for International Students
  • MPA Program: $875 per credit
  • MSEd& Certificate Program: $745 per credit
  • Executive MPA Program: $33,995 per academic year (includes all fees, meals, and supplemental services)

How to Apply
To apply to the MPA, Executive MPA, and MSEd in Higher Education Administration programs,use our general application. We are now accepting applications for the Spring and Fall 2015 semesters. Applications received after the deadlines will be reviewed on a rolling basis.

International students are required to submit the following additional information for the application process:
  • Transcripts from foreign institutions should be sent to one of the following approved, accredited independent evaluation agencies prior to submission: AACRAO (American Association of Collegiate Registrars and Admissions Officers), or WES (World Education Services). Be sure to request a detailed evaluation that includes all course titles, credit hours, grades, recommended United States degree equivalency, grade-point average (GPA), and date of degree conferral. Verified transcripts and evaluations should then be forwarded to the SPA Admissions office. Transcripts should be accompanied by official English translations if they are in another language.
  • TOEFL (Test of English as a Foreign Language) or IELTS (International English Language Testing Service) scores; please use code 2027 to submit your TOEFL scores.
  • Official transcripts and translations, and the International Student Supplement; (application for I-20 and financial support documents)
